Proposed By-Law Changes

We encourage all Educational Opportunity Fund staff to review the proposed revisions to the association’s Constitution and By-Laws. Forward comments to Ruben Melendez, Parliamentarian, at ruben.melendez@ucc.edu.

Summary Description of Proposed Revisions

Membership Section, Page 2

Removedattending one general membership meeting as a requirement for maintaining good standing as a member of the association;

Addednew member classification of “associate”- this membership category is to allow for broader participation and open to state educational program staff, representatives of governmental agencies, secondary educational institutions, foundations, and private community organizations interested in student educational opportunities.  Associate members may not vote on association business nor hold office in the Association.

Added parliamentarian as elected position with voting privileges- this position is currently appointed with no voting privileges;

Added AESNJ advisors and EOFSAA representatives to the board as non-voting members- AESNJ advisors while part of the association are not currently reflected in the Constitution and By-Laws, while the addition of EOFSAA representatives to the board is to strengthen both communications and collaborations with this organization

Changed minimum membership number to lower number for Spring Conference Committee, Conference Committee, and Election Committee;  removed Educational/Professional Committee, Financial Aid Committee, and Legislative Committee; and merged all functions and

Added Governmental Relations Committee- years in review show that the Educational/Professional and Financial Aid committees were in effect dormant and that a more efficient approach would be to integrate their functions with that of the Legislative committee to form a Governmental Relations Committee. All functions are directed to governmental entities shaping in essence policy affecting EOF programs whether in the educational/academic program, financial aid, or legislative arenas;

ChangedLiaison Committee to Community Partnerships Committee;

Added Fund Development Committee and functions to broaden financial base to support capacity building as a non-profit organization;

Addeda Marketing and Communications Committee and functions to promote the mission, purposes and activities of the association to the public and stakeholders- under the direction of the Public Relations Officer;

Addeda Membership Committee and functions to identify and recommend association membership expansion, coordinate membership-drives and development of membership benefit packages, and to maintain the membership directory;

Changed the minimum membership to lower number for the Elections Committee

 The Educational Opportunity Fund Professional Association of New Jersey is a 501 (c)(3) organization.
